Toyota Highlander export to Russia

Vehicles imported into Russia must conform to the Eurasian Economic Union technical regulation TR CU 018/2011 "On the safety of wheeled vehicles" and receive an electronic vehicle passport (EPTS) before registration. Budget for customs duty and the recycling fee (utilizatsionny sbor), which can be a large part of the landed cost.

Which certification does a Highlander need in Russia?

Conformity with TR CU 018/2011 is confirmed either by a vehicle type approval (OTTS) held for a model, or — for individually imported vehicles — by a certificate of vehicle design safety (SBKTS) issued by an accredited laboratory. The EPTS is then issued in the electronic passport system. Your customs broker or certification agent arranges this.

What costs are added at the Russian border?

  • Import customs duty under the EAEU common customs tariff
  • Excise (based on engine power) and VAT
  • The recycling fee (utilizatsionny sbor), which depends on engine size, vehicle age and importer type
  • Certification (SBKTS) and EPTS costs

Rates change regularly. Check them with the Federal Customs Service or your broker before confirming an order.

Which Highlander suits Russian winters?

Choose AWD. The hybrid's electric AWD (E-Four) adds a 40 kW rear motor; the 2.0T 380T has on-demand AWD with off-road and snow modes. Both are available on the 2026 and 2024 Highlander.

Can the screen show Russian?

China-market head units are set up for Chinese. Read our guide on changing the Highlander infotainment to English or Russian before ordering.
